Subjec t: Rezoning of 931 Pinecrest Rd.   D02-02-04-0001              

This is to advise you the Queensway Terrace North Community Association opposes the application to change the zoning from the existing R2 Semi-Detached House Zone to an R4 Multiple Unit Zone.

This is not a frivolous action on our part, but a serious concern in our community.

Here briefly are our concerns about this currently illegal sixplex:

Site inadequate for a fourplex:  The building occupies most of the lot thus inadequate backyard and sideyards for the residents. The front of the property essentially unuseable due to closeness to the sidewalk and street and paved parking spaces.  Sightlines from the north and southside driveways are dangerous due to fences and vegetation.

Site Plan Control:  A site plan control application should accompany this application to ensure conformity prior rather than after a possible re-zoning.

Pedestrian and Driver Safety:  The site is on a high traffic volume street known for speeding and inadequate police traffic enforcement. This is an arterial street for the 417. It is close to several of the most dangerous set of intersections in Ottawa (Pinecrest/Carling/Richmond Rd).

Parking:  Other than the two parking spaces, there is no parking allowed on Pinecrest Rd, Harwood or St. Stephens for residents or guests.  Due to safety concerns there should be no on site parking.

Over-Intensification: This site lies in the largest populated part of our community with the highest density housing. It backs onto Pinewood Crescent with it’s numerous duplexes, which includes a 96 unit apartment building. The density is such that in 1998 a previous City Council recognized this and zoned it R2C allowing new single and semi-detached homes only.

Community: New single and semi-detached homes have been introduced to the community because of the R2C zoning. Additional rental units at this site will further deteriorate this part of our community while creating a further imbalance in housing types and tenures.
